Description
The ASEAN Centre for Biodiversity has received assistance of German Financial Cooperation to support the efforts of the ASEAN Heritage Parks (AHP) to protect the biological diversity and improve livelihoods in and around (adjacent areas) their core zone through a Small Grants Programme (SGP).
The ASEAN Centre for Biodiversity (ACB), as prime recipient of the German financial support, is the Programme Executing Agency (PEA) and Grant Authority of the SGP. Penabulu is the supporting international and national expert of the SPG. The Directorate of Biodiversity Conservation (KKH) of the Indonesian Ministry of Environment and Forestry (MoEF) is the Programme Implementing Agency (PIA) and host of the National Working Team.
In order to have a visible impact and with regard to efficiency considerations, KfW and ACB decided to focus the SGP’s initial phase on selected AHPs in two participating countries i.e. Myanmar and Indonesia.
The SGP features decentralized decision-making about grant awards, based in strategic direction by a voluntary National Steering Committee and National Working Team. A Third Party Organization will support the PIA and National Working Team.
GITEC has been assigned by KfW, on behalf of ACB, to assist ACB in coordinating all aspects of the Small Grant Programme implementation.
The task of international and national expert shall focus on (i) Gunung Leusser and Way Kambas National Parks; (ii) the translation of the management plans intentions in supporting/developing livelihoods, (iii) revisiting the social-ecological system under focus and its potential for livelihoods developments; (iv) identifying possible grants in support of that potential, (v) supporting the Service Provider for Grant Making in preparing and costing suitable grant packages, and (vii) developing/improving selection criteria.
A broad assessment of capacity-building needs for skills and capabilities of people and institutions involved should round this input. The existing collaborative management plans and the Project Management Manual are to be observed.
The Small Grants Programme aims to:
- Financing the development and implementation of small grants for biodiversity protection with the participation of the local population in and around AHPs in the jointly selected ASEAN member states.
- Financing dissemination/PR material workshops, training and exposure as well as management of the Programme that are facilitated by the ACB.
- Financing capacity development measures for implementation partners at regional, national and local level as well as support in the management of the Programme.

This program is supported by GITEC-IGIP GmbH dated March 2, 2020 with a total funding support of EUR 19,504.80 and the program implementation period from March 2, 2020 until May 31, 2020 which was later extended based on the GITEC project no. 4902.001.2900, Addendum No. 1 dated June 1, 2020 until August31, 2020
