Description
Crisis Influencing Fund Project supported by Oxfam International will focuses on capacity building of Penabulu Foundation and its partners, including human rights organizations and women’s organizations in conflict areas such as Papua and Poso. The main objective of the project is to support the humanitarian, development, and peace nexus agenda through an experiential learning approach. The capacity building process involves training on tactical influence, risk-based humanitarian programming, and international humanitarian law. In addition, the development of an Early Warning System (EWS) will be the core of the influence materials used to modify plans and transform humanitarian approaches.
The project is being proposed at a time of heightened need for conflict management. Competition for natural resources for green energy transitions, rapid development projects, and the humanitarian network’s primary focus on natural disasters have marginalized responses to violent conflict. The project also coincides with Penabulu’s need to prepare for the organization’s transition to full affiliation by 2025, by enhancing its tactical influencing capabilities and strengthening local partnerships.
Key activities include training, development of the EWS framework, and dialogue with humanitarian networks to improve risk-based conflict response. The project will also leverage regional forums, such as the 2024 Asia Pacific Humanitarian Forum in Yogyakarta, to promote innovative approaches and foster collaboration at national, regional and global levels. Impact evaluation is conducted through pre- and post-training surveys, activity reports, and participant interviews.
The expected outcomes of this project include increasing the skills, knowledge and confidence of Penabulu and partners in promoting EWS as a framework that supports the nexus of humanity, development and peace. In addition, the project aims to encourage humanitarian networks to modify their approaches, paying attention to international norms such as the Geneva Convention IV, and empowering women’s organizations in Papua and Poso in inclusive peacebuilding processes.
