Description
In Indonesia this project called Improvement Community Anticipatory Action (I CAN ACT) towards Flood Phase 3 is the final stage of a multi-year initiative aimed at enhancing community resilience to flood risks through anticipatory action approaches. This phase promotes sustainability by handing over ownership of Anticipatory Action (AA) systems to local communities. Funded by Oxfam Australia through the ANCP scheme, the project is implemented by Yayasan KONSEPSI and managed by Penabulu Foundation from July 1, 2025, to January 31, 2026.
With a strong emphasis on community self-reliance, the project enables local populations to identify disaster risks, utilize weather forecasting information, and activate early warning systems before disasters occur. It strengthens community capacities and supports the integration of Anticipatory Action into village governance. Key activities include disaster management training, protocol development, strengthening Village Disaster Preparedness Teams (TSBD), and cross-sector discussions to align Anticipatory Action with existing development programs.
The project targets four flood-prone villages in East and West Lombok: Obel-Obel, Belanting, Dasan Griya, and Taman Ayu. These locations were selected due to their high exposure to hydrometeorological hazards such as flash floods, intense rainfall, and poor drainage systems, especiaaly in Taman Ayu the hazard is the tidal flood. A total of 660 individuals will directly benefit, with a focus on vulnerable groups such as women, the elderly, children, and persons with disabilities.
The project uses a participatory approach, engaging key stakeholders including village governments, BPBD, BMKG, and civil society. The Anticipatory Action system is based on forecast indicators and local knowledge, and can be triggered 3–5 days before potential flooding. This system enables communities to monitor local conditions and respond according to established protocols tested in previous phases.
Sustainability is a major focus in this phase. No cash transfer program (CTP) is planned due to its timing outside the rainy season. However, lessons from Phase 2’s two-stage CTP will inform and strengthen community ownership of AA mechanisms. Villages are encouraged to retain best practices, enhance local early warning systems, and build resources to sustain anticipatory action beyond the project.
The project also emphasizes inclusion by involving persons with disabilities and their organizations in all stages. Their participation is ensured through participatory mapping and focused discussions, incorporating lived experiences into preparedness strategies. Community-to-community learning forums will be held to spread impact.
Effectiveness will be assessed through the participative approcah and be conducted by external evaluator. Results will inform the development of a replicable community resilience model. This phase also marks the transition of project leadership from Oxfam Indonesia to Penabulu Foundation.
