Description

Indonesia is the first country in the Asia-Pacific region to receive funding from the Green Climate Fund (GCF) through the REDD+ Results-Based Payments (RBP) “Pilot” program. Indonesia is entitled to receive a payment of USD 103.8 million for its performance in reducing emissions (ER) by 20.25 million tons of CO₂ equivalent during the 2014–2016 period, plus an additional 2.5% as payment for non-carbon benefits.

This project aims to manage forests sustainably, rehabilitate degraded forests, and empower communities to reduce poverty. In addition, the project focuses on improving forest governance to address deforestation and forest degradation. Funds are distributed indirectly through Intermediary Institutions (LEMTARA) to beneficiaries across all provinces in Indonesia. For West Java Province, Penabulu acts as the Lemtara, managing funds from RBP REDD+ GCF Output 2.

The West Java Provincial Government, as a beneficiary of RBP REDD+ funds, utilizes this allocation to develop various programs aimed at improving environmental conditions while enhancing community welfare. These programs include forest and land rehabilitation, forest and land fire (KARHUTLA) prevention and control, PROKLIM (Climate Village Program) implementation, community capacity building, and improving access to environmental service management. The program’s implementation in West Java Province will focus on Garut Regency, which still has a relatively well-preserved forest cover of 7,367 hectares.

This program is supported by the Environmental Fund Management Agency (BPDLH) for the 2025–2026 program period, with total funding support amount IDR 3,208,489,632.
