The Strengthening Penabulu’s Institutional Capacity and Sustainability as a Locally Rooted and Globally Connected Civil Society Organization is a strategic investment to strengthen Penabulu’s institutional capacity, sustainability, and positioning as a Civil Society Resource Organization (CSRO) during its transition towards becoming an organization that is deeply rooted in Indonesia while increasingly connected to global networks. Following more than two decades of organizational development from a financial management service provider into a multifunctional civil society resource organization, Penabulu is entering a critical phase of consolidating its identity, strategic direction, organizational systems, and institutional capacity as part of its transition towards membership in the Oxfam Confederation.

The initiative responds to institutional gaps that have emerged alongside Penabulu’s rapid growth, particularly in governance, systems integration, data and knowledge management, digital transformation, human resources, safeguarding, and funding diversification. Through support from the Solidarity Fund and CRA, Penabulu will strengthen its organizational systems to become more integrated, effective, transparent, and adaptive, while ensuring that institutional development remains aligned with the Penabulu Strategic Plan 2025–2030 and the expectations of an organization increasingly connected to the global Oxfam network.

At the programmatic level, the investment strengthens Penabulu’s capacity in advocacy, campaigning, public engagement, knowledge management, and humanitarian action. Penabulu applies an integrated approach linking development, advocacy, and humanitarian response through the Triple Nexus framework, with a focus on strengthening civic space, accountable governance, and the capacity of civil society organizations. The strengthening of data, information, and learning systems is also intended to transform program evidence and experience into actionable knowledge that supports decision-making, innovation, organizational learning, and policy influence.

The initiative further strengthens Penabulu’s sustainability through the development of an integrated digital ecosystem, organizational knowledge systems, and diversified resource mobilization strategies. Penabulu Box is being developed as a centralized digital platform for data, knowledge, collaboration, and learning, while the fundraising strategy is expanded through engagement with High Net Worth Individuals (HNWIs), the development of the PBOX Store, and stronger donor management systems. In parallel, finance, human resources, IT, procurement, safeguarding, ESMS, PSEAH, integrity, audit, and internal control systems are strengthened to build a safer, more accountable, and sustainable organization.

Ultimately, the initiative seeks to strengthen Penabulu as a national civil society organization capable of connecting local knowledge and experience with national and global development, advocacy, and humanitarian agendas. The investment is designed to build a more resilient, independent, knowledge-driven organization with strong governance and safeguarding systems and a more diversified and sustainable funding base. In this way, Oxfam’s support goes beyond short-term operational strengthening and provides a foundation for an Indonesian civil society organization that is locally rooted, globally connected, and able to generate greater influence for social change and equitable development.
