Description
Indonesia is a country that has adopted the global commitment to end TB in 2030. Besides, Indonesia is also committed to implementing and achieving the 2030 Agenda of Sustainable Development Goals (SDGs), which TB is a target that is expected to be achieved in 2030.
Indonesia’s attempts and achievements to end TB are not limited to meeting the targets that have been launched but are also monitored globally, especially Indonesia is the largest country with the total cases of TB in the world. Indonesia’s commitment to end TB is also a good starting modality for TB prevention in Indonesia.
However, the implementation of the commitments has faced many challenges, including: (1) A partial approach to handling TB as a health problem through medical treatment of visible symptoms, and (2) Limited attention to community-led knowledge development about TB by national stakeholders, resulting in widening knowledge gaps among stakeholders and communities, lack of agility in adapting to new challenges, and minimal TB-related advocacy.
TB cases decreased by 42% in 2020 from 2019 and and mortality in Q3 2020 increases 14% from Q3 2019, CSOs and TB-affected communities are not yet equally equipped with practical knowledge that can be immediately acted to improve this situation. In response to this situation, the Penabulu Foundation supported by the Stop TB Partnership/UNOPS developed a program Advancing Community Consortium Efforts to Leverage and Advocate TB Elimination (ACCELERATE) phase 2. ACCELERATE focuses in ensuring CSOs and TB-affected communities are equipped with knowledge and platforms to learn, act, and advocate for rights-based, gender transformative, and people-centred interventions in recovering efforts to reach the national target by 2023.
The objectives of the ACELERATE program are:
- Enhancement community capacity and empowered community networks in their Call to Action to meet the national TB target by 2023
- Empowered and engaging communities to effectively engage to oversee TB Program and to inform policy and programmatic decision making
- Increased awareness about TB, gender sensitivity and transformation in TB and TB rights literacy to protect and promote the rights of people affected by TB
- Enhanced awareness and gender equity in the TB response
The expected outcome in the short term is increased community capacity to advocate for rights-based, gender-transformative and people-centered interventions. Capacity building will continue to be accommodated through knowledge sharing facilities so that knowledge gaps will be further reduced. Expected results in the long term:
- Indonesia has a TB strategy, policies, regulations and guidelines that accommodate CRG principals, starting with a commitment to implement the CRG Costed Action Plan.
- TB programs and TB services develop services that meet the criteria of innovative, equitable, patient-centred and meet CRG principles
Governance and accountability in the TB program involve all stakeholders, especially the community and the TB affected community
