Description
The Crisis Influencing Fund project, supported by Oxfam International, focuses on strengthening the capacity of Penabulu Foundation and its partners, including human rights and women’s organizations operating in conflict-affected areas. The primary objective of the project is to support the humanitarian-development-peace (HDP) nexus agenda through an experiential learning approach. Capacity strengthening activities include training on tactical influencing, risk-informed humanitarian programming, and international humanitarian law. In addition, the development of an Early Warning System (EWS) will serve as a core advocacy tool to inform and transform humanitarian planning and approaches.
This project is proposed at a time when the need to address conflict is increasing. The competition over natural resources for the green energy transition, the rapid pace of infrastructure development, and the predominant focus of humanitarian networks on natural disasters have led to the neglect of responses to violent conflict. The project also aligns with Penabulu’s organizational transition toward full affiliation by 2025, aiming to enhance its tactical influencing capabilities and strengthen local partnerships.
Key activities include training, the development of the EWS framework, and dialogue with humanitarian networks to improve conflict-responsive, risk-informed action. The project will also leverage regional forums, such as the 2024 Asia-Pacific Humanitarian Forum in Yogyakarta, to promote innovative approaches and encourage collaboration at national, regional, and global levels. Impact evaluation will be conducted through pre- and post-training surveys, activity reports, and participant interviews.
Expected outcomes include improved skills, knowledge, and confidence among Penabulu and its partners in promoting EWS as a framework to support the HDP nexus. Furthermore, the project seeks to influence humanitarian networks to adapt their approaches in line with international norms, such as the Fourth Geneva Convention, and to empower women’s organizations to actively engage in inclusive peacebuilding processes.
