Description
This program aims to strengthen Yayasan Penabulu as a sustainable, locally rooted civil society organization capable of playing a strategic role in advancing social justice and reducing inequality. Specifically, the program focuses on enhancing organizational governance, financial management, strategic capacity, and advocacy effectiveness—both locally and within the broader Oxfam confederation.
Key activities include the implementation of a Commitment Action Plan outlining priority areas for institutional development, transparent and accountable grant management through quarterly financial reporting, and a mid-year review to assess progress and alignment with strategic goals. The outcomes of this review will guide the continuation of support in the second half of the funding period.
Penabulu will also engage in peer learning activities facilitated by the OIF team and the Strategy and Feminist Futures (SFF) department, together with other Oxfam affiliates. These forums provide space for sharing best practices, organizational challenges, and innovations in local civil society strengthening. The aim is to foster cross-country collaboration and reinforce solidarity among organizations in the Oxfam network.
To ensure accountability, Penabulu will provide access to relevant financial documents for Oxfam’s representatives for monitoring and evaluation purposes. All program activities are guided by the principles of transparency, equity, and social responsibility.
The agreement was signed in July 2025 by authorized parties and serves as the foundation for a strategic collaboration between Penabulu and Oxfam to promote transformative and sustainable local organization development.
