policy as stated in \u201cA Better World, Ireland&#8217;s International Development Policy\u201d is to support international efforts in community empowerment, in particular to achieve global ambitions towards universal health coverage and ending the epidemics of AIDS, tuberculosis, malaria and other infectious diseases by year 2030. The same document also states the Irish government&#8217;s support for strengthening good governance, including support for protecting civil society spaces. The impact+ program from the Penabulu Foundation is an effort to empower civil society organizations implementing HIV prevention programs throughout Indonesia, including to increase the capacity of civil society organizations (CSOs) in accessing sustainable funding from the government of the Republic of Indonesia. This support is in line with the Irish government&#8217;s foreign policy of supporting civil society to strengthen good governance, as well as supporting efforts to end the AIDS epidemic in Indonesia.<\/p>\n<p>Public health has an important role in improving the quality of human resources, poverty alleviation and economic development. The Human Development Index places health as one of the main components in addition to education and income measurement. Indonesia&#8217;s general health condition is influenced by environmental factors, behavior, and health services. Meanwhile, health services consist of several components, including the availability and quality of health care facilities, medicines and health supplies, health personnel, financing and health management. Under conditions of unequal access to services and necessary changes in people&#8217;s behavior, the state has recognized the important role of civil society organizations, especially in response to infectious diseases whose prevalence is still relatively high in society, such as tuberculosis, malaria and HIV AIDS.<\/p>\n<p>Penabulu Foundation believes that improving the health care budgeting system, improving health service governance, as well as strengthening civil society organizations to reach out to key population communities and promoting the effectiveness of changing people&#8217;s behavior are important keys to improving the health quality of Indonesian people in the long term. This program mainly works to improve the quality, capacity and capability of civil society organizations working on public health issues, both on the institutional and management aspects of the organization&#8217;s ability to empower and mobilize key population communities; encourage the development of an integrated planning and budgeting system at the district level, and improve the mechanism for implementing the health support program itself.<\/p>\n<p>The impact+ program of the Penabulu Foundation seeks to strengthen the institutional capacity of partners implementing HIV prevention programs in 26 priority districts\/cities in Indonesia. This program is intended for CSOs to increase their capacity to access, implement and manage partnership programs from national and international development partners to expand access to HIV testing and treatment.
