Food&#8217;s Tuna Value Chain in Indonesia forms part of the strategic partnership between Oxfam and Bolton Food to strengthen the implementation of Human Rights Due Diligence (HRDD) across the global tuna value chain. The expansion of international trade has transformed the tuna industry into an interconnected production network linking fishers, seafood processors, exporters, multinational corporations, certification bodies, logistics providers, and international retail markets. Within this configuration, value creation is shaped not only by production processes but also by the governance of commercial relationships, sustainability standards, market access, and coordination mechanisms that influence how economic benefits, risks, and responsibilities are distributed throughout the value chain.<\/p>\n<p>At the same time, the integration of the tuna industry into global production networks has generated increasingly complex governance challenges. Actors with greater control over market access, branding, product standards, and distribution networks are generally better positioned to influence sourcing practices, production specifications, and commercial arrangements. Conversely, workers, small-scale fishers, women workers, and coastal communities often bear disproportionate exposure to production pressures, market volatility, and the social risks associated with global trade dynamics. In this context, human rights issues are understood not merely as matters of corporate compliance, but as outcomes of value chain governance that shapes the relationship between economic value creation and the distribution of social risks across production systems.<\/p>\n<p>Against this backdrop, the project seeks to examine how business decisions, sourcing practices, commercial relationships, and value chain governance influence the respect for human rights in Indonesia. The initiative builds upon previous Human Rights Impact Assessments conducted in Ecuador, Morocco, and Colombia, with Indonesia becoming the next country selected to expand the assessment. Unlike earlier assessments that focused primarily on company-owned processing facilities, the Indonesia HRIA adopts a whole-of-value-chain approach, enabling the assessment to examine fishing operations, raw material procurement, seafood processing, and commercial relationships with international markets as an integrated economic system. This approach allows the assessment to identify actual and potential human rights impacts while analysing the structural root causes that generate and reproduce social vulnerabilities throughout the value chain.<\/p>\n<p>The project applies Oxfam&#8217;s Human Rights Impact Assessment (HRIA) methodology, which is aligned with the United Nations Guiding Principles on Business and Human Rights (UNGPs) and the OECD Due Diligence Guidance for Responsible Business Conduct. The methodology encompasses context analysis, human rights impact mapping, root cause analysis, multi-stakeholder validation, and the development of recommendations that will inform the company&#8217;s Action Plan. Throughout the process, the assessment adopts a meaningful stakeholder engagement approach, placing rights holders at the centre of the analysis through consultations with workers, fishers, coastal communities, civil society organizations, government institutions, academia, industry associations, and other relevant stakeholders.<\/p>\n<p>As the national implementing partner, Penabulu supports the delivery of Indonesia&#8217;s contextual analysis, stakeholder mapping, research instrument development, field interviews and focus group discussions across selected locations, data collection and analysis, and the facilitation of multi-stakeholder validation processes involving actors across the tuna value chain. This approach ensures that the recommendations generated not only strengthen corporate human rights risk management, but also contribute to a broader understanding of how value chain governance can promote more transparent, inclusive, accountable, and human rights-respecting business practices.<\/p>\n<p>Ultimately, the project is expected to generate a comprehensive understanding of human rights dynamics within Indonesia&#8217;s tuna industry while providing an evidence base for strengthening the company&#8217;s social sustainability strategy. More broadly, the assessment aims to contribute to improved fisheries governance by promoting responsible business conduct, strengthening the protection of workers and fishers, fostering multi-stakeholder dialogue, and supporting the development of a more equitable and sustainable tuna value chain that balances economic value creation with respect for human rights.<\/p>\n<h3>Funding<\/h3>\n<p>This program is supported by Bolton Food.
