Description
The project aims to support Penabulu Foundation in preparing for the transition to become the Southern Affiliate of Oxfam Indonesia. With a duration of four months from November 2024 to March 2025, the project focuses on strengthening organizational capacity and developing new strategic programs. The project is aligned with Oxfam’s global strategic framework to promote social justice and address structural poverty through innovative and collaborative approaches.
As a locally-rooted non-profit organization, Penabulu Foundation has demonstrated its commitment to civil society empowerment in Indonesia since 2003. In its transition to full Oxfam affiliation, Penabulu developed a strategy that encompasses four main program clusters: strengthening safe civic space, universal access to basic services, climate resilience and energy transition, and fair finance and responsible business practices. The project also integrates HDP’s Triple Nexus approach (Humanitarian-Development-Peace) to ensure sustainability and maximum impact.
The four main objectives of the project include building relationships with Chinese companies in Indonesia, supporting the government and affected communities in developing a framework for the distribution of climate damage compensation funds , facilitating innovation in humanitarian diplomacy, and enhancing the disaster response capacity of Penabulu and its local partners. Each objective is supported by strategic activities such as the development of ESG assessment instruments, strengthening the capacity of refugee organizations, and technical training in the WASH cluster.
The project also recognizes the challenges faced, such as the short implementation time and the need to gain government recognition of the compensation model for losses and damages. To address these challenges, Penabulu will leverage existing relationships with government agencies and other partners, and implement a rigorous monitoring and evaluation system to ensure targets are met. The project will serve as a foundation for Penabulu to build strategic partnerships and strengthen its role as a key actor in Indonesia’s humanitarian sector.
Through the adoption of project initiatives into the Affiliation Strategy 2025-2030, the sustainability of project outcomes is expected to be assured. This project is expected to be an important first step in developing new intervention programs that can provide real impacts for Indonesian communities, expand Penabulu’s reach, and strengthen its connectivity with Oxfam’s global network. With a strong commitment to justice and sustainability, Penabulu is ready to play an active role in facing local and global challenges.
