Disbursement of Result Based Payment (RBP) Funds of Forest Carbon Partnership Facility (FCPF) Program Carbon Fund National Level

Description

The Forest Carbon Partnership Facility (FCPF) program is a global platform that facilitates cooperation between governments, private sector businesses, civil society, and indigenous communities to reduce emissions from deforestation and forest degradation, sustainable landscape management, and the enhancement of forest carbon reserves, known as the Reducing Emissions from Deforestation and Forest Degradation (REDD+) program.

The initiative aims to manage and distribute funds from the FCPF program. The Indonesian government, through the Ministry of Environment and Forestry, has received Result-Based Payments (RBP) from the FCPF-CF program for a reduction of 22 million tons of CO2e emissions, with a total payment of USD 110 million (IDR 1.6 trillion) for verified emission reductions during the monitoring period of 2019-2021.

Currently, the Government of Indonesia has received Advance Payment funds from the FCPFCF program amounting to USD 20,900,000 for emission reductions of 4,180,000 Ton CO2e. These funds will be allocated according to the Responsibility Cost of 8.51% and Performance Cost of 0.76%. Responsibility Cost will be used for operational activities (2.1%) and incentives/capacity building (6.41%) in various directorates of MoEF and Kalimantan Region PPI Center. Meanwhile, Performance Cost will be focused on strengthening collaboration with communities around conservation areas, involving DG KSDAE, East Kalimantan BKSDA, Kutai NP Center, and other related parties.

The distribution and management of Responsibility Cost and Performance Cost funds are carried out in accordance with the Annual Work Plan (AWP) agreed in February 2024. Penabulu Foundation acts as an intermediary institution that facilitates the implementation of this program, by ensuring that funds are distributed in accordance with the Standard Operating Procedures (SOP) that have been established together. The purpose of this program is to facilitate the distribution of FCPF Carbon Fund RBP Program Funds at the National Level for the responsibility cost and performance cost components in accordance with the Annual Work Plan (AWP) for the 2024-2025 period which has been approved by each Beneficiary at the Directorate of KLHK

This program is supported by Environmental Fund Management Agency (BPDLH), period from April 22, 2024 – May 31, 2025, with a total funding support of IDR. 28.663.900.000,-  work location in Jabodetabek and East Kalimantan.
