Description

This programme is designed to strengthen community resilience in Indonesia through a climate- and gender-just approach, responding to interconnected structural challenges related to climate change, food security, shrinking civic space, and the growing risks of digital gender-based violence. These challenges disproportionately affect vulnerable groups, including smallholder farmers, local civil society organisations, and women and girls in rural areas.

The programme integrates three mutually reinforcing intervention pathways: the development of a Climate-Smart Agriculture (CSA) model, the consolidation and connectivity of civil society organisation (CSO) networks to safeguard civic space, and the establishment of community-based digital safety mechanisms for women and girls.

In the agriculture component, the programme develops a community-based CSA model in the horticulture sector of West Bandung and Garut through the formation of “Sawala Tani” farmer groups. The model includes demonstration plots, farmer capacity building through training and technical assistance, and value chain strengthening through partnerships with local cooperatives.

To protect civic space, the programme supports CSO consolidation through regional and national forums, the formulation of collective advocacy agendas, and the development of communication and community early warning platforms. These efforts aim to strengthen coordination, solidarity, and collective influence among civil society actors.

Digital safety is positioned as a core element of community resilience. Through campaigns, education, digital safety communities, and survivor-centred reporting and support mechanisms, the programme seeks to promote safer, more inclusive, and more equitable digital spaces for women and girls.

This program is supported by Oxfam Hong Kong, with a program period from November 17, 2025 to August 17, 2026, with total funding support of USD 190,000.
