Description

The Indonesia Cyclone Senyar Joint Humanitarian Response 2025 is designed to address the severe humanitarian impacts caused by Tropical Cyclone Senyar, which struck Aceh Province in November 2025. The cyclone triggered flash floods and landslides, which caused widespread infrastructure damage, loss of livelihoods, and the displacement of hundreds of thousands of individuals. Given the scale of needs and limited local response capacity, coordinated humanitarian assistance is essential.

This response is implemented under the Dutch Relief Alliance Joint Response mechanism, led by Plan International in collaboration with Penabulu-Oxfam, World Vision, Save the Children, Cordaid, and Tearfund. The response emphasizes strong coordination, clear division of sectors and geographic coverage, and close collaboration with local partners to ensure effective, timely, and non-duplicative interventions.

The programme delivers multi-sectoral assistance focusing on the most urgent needs. Specifically, Penabulu Foundation along with Flower Aceh Foundation and Perempuan dan Anak Negeri Foundation (YPANBA), cover the following sectors: water, sanitation, and hygiene (WASH), food security and livelihoods, nonfood items and shelter, and protection.. Assistance is delivered through a mix of direct service provision, community-based interventions, and flexible cash-based support.

Protection and accountability are central to the response, with specific attention to women, children, persons with disabilities, older people, and other at-risk groups. Gender-responsive programming, Accountability to Affected Populations (AAP), and Prevention of Sexual Exploitation and Abuse (PSEA) are integrated throughout implementation, supported by accessible feedback and complaint mechanisms.

Through coordinated action, strong local partnerships, and needs-based programming, the joint response aims not only to address immediate life-saving needs but also to support early recovery and resilience of affected communities. The response reflects a collective humanitarian commitment to leave no one behind during times of crisis.

This program is supported by the Dutch Relief Alliance, with a program period from December 17, 2025 to June 16, 2026, with total funding support of EUR 480,598.
