The Strengthening the Capacity and Learning Systems of TFCCA Grantees to Support Sustainable Coral Reef Ecosystem Management project aims to enhance the institutional capacity of organizations receiving grants under the Tropical Forest and Coral Reef Conservation Act (TFCCA) to implement conservation initiatives effectively, accountably, inclusively, and sustainably. The project recognizes that successful coastal and coral reef conservation depends not only on field-level implementation but also on the strength of organizational governance, grant management, institutional learning, and the ability of organizations to continuously adapt to emerging challenges and opportunities.

Through this initiative, Penabulu provides technical assistance and institutional support to strengthen organizational governance, program management, grant administration, financial management, communication, Monitoring, Evaluation and Learning (MEL), documentation, and knowledge management systems. Capacity strengthening activities include organizational assessments, capacity development planning, training, coaching, mentoring, technical facilitation, and implementation support to improve organizational performance and ensure compliance with principles of transparency, accountability, effectiveness, and sustainability.
Beyond institutional strengthening, the project establishes a collaborative learning system that promotes knowledge exchange among TFCCA grantees. Experiences, lessons learned, innovations, and best practices generated through conservation initiatives will be systematically documented, analyzed, and disseminated through learning forums, workshops, publications, knowledge products, and other communication platforms. This approach encourages peer learning, facilitates replication of successful practices, and strengthens collaboration across organizations working toward common conservation objectives.

The project also reinforces Monitoring, Evaluation and Learning (MEL) systems as a key mechanism for adaptive and evidence-based management. By strengthening performance indicators, monitoring systems, periodic evaluations, reflective learning processes, and data-driven decision-making, grantee organizations will be better equipped to improve project performance while generating strategic knowledge that supports future conservation planning, policy development, and institutional improvement.

Ultimately, the project seeks to establish a sustainable learning ecosystem among TFCCA grantees, strengthen the institutional capacity of civil society organizations engaged in conservation, and enhance multi-stakeholder contributions to the protection and sustainable management of Indonesia’s coastal and coral reef ecosystems. By strengthening organizational systems, governance, learning mechanisms, and collaborative partnerships, the project aims to maximize the long-term impact of TFCCA investments while supporting resilient conservation organizations capable of delivering lasting environmental outcomes.

Funding

This program is funded by the Tropical Forest and Coral Reef Conservation Act (TFCCA) through Yayasan Konservasi Cakrawala Indonesia (YKCI) for the period of 10 July 2026 to 31 August 2027, with a total funding amount of IDR 2,999,727,500.
