Call For Proposal Consultant – Baseline Study Framework “Impact Stories of Women Local Humanitarian Leaders (WLHL) in Indonesia”

The Supporting Humanitarian Initiatives for Feminist Transformation in Asia (SHIFT Asia) is a regional programme implemented in Indonesia, Bangladesh, the Philippines, and Myanmar. It builds on the achievements of the first phase of the Women’s Humanitarian Leadership (WLHL) Programme (2022–2023) and strengthens the leadership, participation, and visibility of women-led organizations (WLOs) and Women Local Humanitarian Leaders in humanitarian action.

Objective of the Consultancy

  1. To identify perceptions and the level of recognition of women’s leadership within the humanitarian system in Indonesia.
  2. To assess the level of understanding, trust, and support for the role of Women-Led and Women-Led Local Humanitarian Leadership (WLHL) at both local and national levels.
  3. Establish baseline benchmarks to track changes and inform data-driven communication, advocacy, and program monitoring throughout SHIFT Asia.
  4. To provide strategic recommendations for strengthening data-driven communication and advocacy.

Key Indicator

  1. Knowledge and awareness of WLHL. Assessed at the organizational level (government agencies, NGOs, humanitarian actors, and women’s organizations).
  2. Perceptions of the effectiveness of women’s leadership and women’s organizations’ engagement Including their contribution across key humanitarian phases.
  3. Level of trust and institutional/public support for WLHL at national level
  4. Perceptions of social and policy changes related to gender equality in humanitarian action

Expected Deliverables

The consultant will be responsible for the quality and timely delivery of the following outputs:

  1. Inception Report
  2. Baseline Perception Survey Report on WLHL in Indonesia (in both Indonesian and English). A comprehensive report presenting the survey findings, analysis, and insights on public and stakeholder perceptions of Women-Led and Women-Led Local Humanitarian Leadership.
  3. Raw dataset and descriptive analysis. Complete quantitative and qualitative datasets, accompanied by initial descriptive statistics and coded thematic summaries for further program use.
  4. Visually engaging executive summary report/presentation (ppt) highlighting key findings & recommendations. Action-oriented recommendations to inform communication, policy engagement, and capacity-building strategies within SHIFT Asia. 

Qualifications

Required qualifications of the consultant are:

  • University degree in data analytics, statistics and/or social sciences or possess equal composition of qualified academic background, knowledge, experience, and capacity to manage the research study.
  • Excellent understanding on disaster risk management and related policy and development issues.
  • Experience work on data collection and analysis in a humanitarian or development context, in Disaster Risk Reduction and Disaster Preparedness.
  • Excellent communication skills to work across two teams based in Asia and to write clear and concise reports writing, both in Bahasa and English.
  • Experience of working with participatory methodologies.
  • Solid skills in data analysis and using mobile data collection tools and other programs/software to tabulate and analysis qualitative and quantitative data.
  • Experience to maintain data security for research purpose and ensuring data protection requirement in place.
  • Experience to maintain safeguarding protocol to manage data collection process is meet with safeguarding aspect in properly manner
