Call For Proposal Consultant – Feminist Participatory Research Consultant (Situational Overview and Photovoice)

The “Care Connect: Action for care workers in the Philippines and Indonesia” (Care Connect) project, spearheaded by Oxfam Canada (OCA) in partnership with Yayasan Kalyanamitra and Jala PRT, a national advocacy network of DCWs associations in Indonesia focusing on the protection of DCWs from violence and discrimination, to enhance on-the-ground coordination with the DCWs in Indonesia. At the community level, Jala PRT strengthen the capacity of domestic workers together with domestic workers unions in their network Jakarta, Tanggerang Selatan, Semarang, Yogyakarta and Makassar.

The project is entering its second year of implementation across four locations. Two locations were replaced after project initiation and did not undergo a baseline assessment. In line with recent program decisions, a formal baseline will not be conducted in these new locations.

Instead, this assignment will include a situational overview of care work and domestic workers’ conditions in the two new locations. The situational overview is intended to provide contextual insights to support program implementation, learning, and interpretation of findings, and will not involve quantitative surveys or baseline measurement.

Objective of the Consultancy

  1. Develop an initial situational overview of care work and domestic workers’ conditions in the two new provinces.
  2. Implement a Photovoice pre–post cycle with domestic workers across five locations
  3. Reconstruct baseline perceptions where early mentoring has already been provided (retrospective pre-assessment).
  4. Produce analytical outputs that link Photovoice findings to relevant indicators.
  5. Curate anonymized visual and narrative outputs for advocacy and stakeholder engagement (photobook, visual brief, and showcase materials).

Expected Deliverables

The consultant will be responsible for the quality and timely delivery of the following outputs:

  1. Inception Report: Methodology, sampling, ethical protocol, final workplan and budget breakdown for photovoice activities.
  2. Situational Overview Memos: Short situational overview memos for the two new provinces (one memo per province), describing the care work and domestic worker context.
  3. Photovoice Tools Package: Participant guides, consent forms, facilitator manual, data management SOPs.
  4. Visual Portfolio & Showcase Materials: Curated and anonymized photo outputs, captions, and materials for showcase events or presentations.
  5. Photovoice Brief: A short, accessible brief (visual + narrative) summarizing key Photovoice themes, participant voices, and emerging changes in attitudes and perceptions, intended for internal learning and external communication.
  6. Billingual Final report: Documenting the situational overview, Photovoice findings, key learning, and actionable recommendations for program implementation and advocacy, the final report will have a graphic design and be formatted by the consultant, with feedback from the Penabulu Foundation.
  7. Raw Data & Handover Package: Cleaned transcripts, coded qualitative data, anonymized images, consent documentation, and metadata.

Qualifications

Required qualifications of the consultant are:

  • Minimum 5–7 years of experience in qualitative research.
  • Strong experience with participatory visual methods (photovoice, digital storytelling).
  • Proven experience working with domestic workers, informal sector workers, or other vulnerable and marginalized women’s groups.
  • Good understanding of gender norms, care economy, and women’s empowerment.
  • Demonstrated capacity to produce high-quality qualitative analyses and reports.

  • A cover letter outlining relevant experience in reviewing similar projects and models, including experience reviewing or working on care, as well as experience in the relevant geographies
  • Technical Proposal, highlighting: approach for situation overview, photovoice activity plan.
  • A list of key activities, linked to the proposed activities, within a scheduled timeframe
  • An estimated budget, budget proposal detailing the daily rate of consultancy fee, level of effort and operational cost required to conduct the study (all tax inclusive). Note that all expenses related to in-country data collection (and potential travel) will need to be incorporated into the budget
  • A statement indicating the consultant’s availability for the duration of the contract and flexibility up to a three-month contract extension should delays arise

The proposal should also include the following:

  • List of two references who can attest to the teams’ expertise as it relates to this assignment
  • Curriculum vitae of consultant and/or team members
  • Preferred: Two examples of similar work recently completed
  • Confirmation of availability for the assessment period January 2026 – December 2026 with a possible extension for 3 months

Call For Proposal Consultant Riset Analisis Tata Kelola Dana Amanat (Trust Fund) Di Sektor Non-Pemerintah Di Indonesia

Latar Belakang

Yayasan Penabulu, dengan dukungan Uni Eropa melalui Program “Strengthen Civic Space and Enhance the Enabling Environment and Capacity of Networked Local CSOs to Promote a Just and Inclusive Green Transition in Indonesia (CO-EVOLVE 2)”, berkomitmen untuk memperkuat peran organisasi masyarakat sipil (OMS) sebagai aktor independen dalam pembangunan, tata kelola, dan dialog kebijakan di Indonesia.

Dalam konteks Klaster 1 CO-EVOLVE 2, salah satu isu strategis yang perlu diperkuat adalah tata kelola pendanaan berkelanjutan OMS, termasuk mekanisme Dana Amanat (Trust Fund). Di Indonesia, pengaturan Dana Amanat masih didominasi oleh kerangka regulasi yang menempatkan pemerintah sebagai aktor utama, sementara peran OMS sebagai pengelola atau pelaksana dana amanat masih menghadapi berbagai tantangan hukum dan tata kelola.

Berangkat dari kondisi tersebut, Yayasan Penabulu bermaksud melakukan Riset Analisis Tata Kelola Dana Amanat (Trust Fund) di Sektor Non-Pemerintah di Indonesia. Riset ini diharapkan dapat mengisi celah kebijakan, mengidentifikasi risiko dan praktik yang berjalan, serta menghasilkan rekomendasi kebijakan yang aplikatif.

Ruang Lingkup Pekerjaan

Konsultan akan melakukan kerja-kerja berikut:

A. Kajian Regulasi

  1. Kajian Perpres 80/2011 dan regulasi terkait Trust Fund.
  2. Kajian terhadap regulasi yang dinilai memberikan dampak hukum langsung maupun tak langsung terhadap pengelolaan dana amanat.
  3. Kajian model (best practices) pengelolaan Trust Fund secara ringkas bila relevan.

B. Studi Lapangan dan Wawancara

a.Wawancara mendalam dengan pelaku lapangan:

    • Aktor kunci yang ahli di bidang Trust Fund di Indonesia,
    • LSM atau organisasi berbentuk yayasan yang mengelola hibah fleksibel atau dana amanah,
    • Pihak pemerintah (misal Kementerian Keuangan, Kementerian Sosial, Kementerian PPN/Bappenas, atau kementerian/lembaga terkait),
    • Lembaga donor atau filantropi.

b. Pengumpulan contoh kasus (case examples).

C. Analisis dan Penyusunan Rekomendasi

  1. Identifikasi gap (celah) regulasi dan risiko tata kelola,
  2. Identifikasi model tata kelola yang feasible untuk LSM atau organisasi berbadan hukum yayasan maupun perkumpulan di Indonesia,
  3. Analisis kemungkinan kebutuhan amandemen regulasi atau skema alternatif.

Kriteria Konsultan

  1. Konsultan dapat berupa peneliti perorangan atau lembaga penelitian.

  3. Peneliti, baik perorangan atau lembaga, memiliki latar belakang pendidikan di bidang hukum dan/atau ekonomi.
  4. Memahami dan mengikuti tren dalam isu filantropi dan dana amanat (trust fund).

Call For Proposal Consultant – Baseline Study Framework “Impact Stories of Women Local Humanitarian Leaders (WLHL) in Indonesia”

The Supporting Humanitarian Initiatives for Feminist Transformation in Asia (SHIFT Asia) is a regional programme implemented in Indonesia, Bangladesh, the Philippines, and Myanmar. It builds on the achievements of the first phase of the Women’s Humanitarian Leadership (WLHL) Programme (2022–2023) and strengthens the leadership, participation, and visibility of women-led organizations (WLOs) and Women Local Humanitarian Leaders in humanitarian action.

Objective of the Consultancy

  1. To identify perceptions and the level of recognition of women’s leadership within the humanitarian system in Indonesia.
  2. To assess the level of understanding, trust, and support for the role of Women-Led and Women-Led Local Humanitarian Leadership (WLHL) at both local and national levels.
  3. Establish baseline benchmarks to track changes and inform data-driven communication, advocacy, and program monitoring throughout SHIFT Asia.
  4. To provide strategic recommendations for strengthening data-driven communication and advocacy.

Key Indicator

  1. Knowledge and awareness of WLHL. Assessed at the organizational level (government agencies, NGOs, humanitarian actors, and women’s organizations).
  2. Perceptions of the effectiveness of women’s leadership and women’s organizations’ engagement Including their contribution across key humanitarian phases.
  3. Level of trust and institutional/public support for WLHL at national level
  4. Perceptions of social and policy changes related to gender equality in humanitarian action

Expected Deliverables

The consultant will be responsible for the quality and timely delivery of the following outputs:

  1. Inception Report
  2. Baseline Perception Survey Report on WLHL in Indonesia (in both Indonesian and English). A comprehensive report presenting the survey findings, analysis, and insights on public and stakeholder perceptions of Women-Led and Women-Led Local Humanitarian Leadership.
  3. Raw dataset and descriptive analysis. Complete quantitative and qualitative datasets, accompanied by initial descriptive statistics and coded thematic summaries for further program use.
  4. Visually engaging executive summary report/presentation (ppt) highlighting key findings & recommendations. Action-oriented recommendations to inform communication, policy engagement, and capacity-building strategies within SHIFT Asia. 

Qualifications

Required qualifications of the consultant are:

  • University degree in data analytics, statistics and/or social sciences or possess equal composition of qualified academic background, knowledge, experience, and capacity to manage the research study.
  • Excellent understanding on disaster risk management and related policy and development issues.
  • Experience work on data collection and analysis in a humanitarian or development context, in Disaster Risk Reduction and Disaster Preparedness.
  • Excellent communication skills to work across two teams based in Asia and to write clear and concise reports writing, both in Bahasa and English.
  • Experience of working with participatory methodologies.
  • Solid skills in data analysis and using mobile data collection tools and other programs/software to tabulate and analysis qualitative and quantitative data.
  • Experience to maintain data security for research purpose and ensuring data protection requirement in place.
  • Experience to maintain safeguarding protocol to manage data collection process is meet with safeguarding aspect in properly manner

Call For Proposal Consultant Local Impact Assessment (LIA)

The Subsidy Programme for Responsible Business (SPVO) is a collaborative project between Oxfam Novib, Penabulu Foundation, AS Watson Benelux, and the Serikat Petani Kelapa Sawit (SPKS). The project aims to promote fair and sustainable palm oil value chains by improving transparency, equity, and inclusivity in the determination of Fresh Fruit Bunch (FFB) prices, ultimately contributing to closing the living income gap among smallholder farmers.

The project operates at the national level (Jakarta) and in two key provinces: North Sumatera (Labuhan Batu Utara) and Southeast Sulawesi (North Konawe). It seeks to strengthen responsible sourcing practices and empower smallholders—both women and men—to achieve fair compensation, better working conditions, and gender-equitable participation throughout the palm oil value chain.

1. Objective of the Consultancy

Penabulu Foundation seeks to engage an Independent Consultant to conduct a Local Impact Assessment (LIA) under the SPVO Project framework. The assessment will map and analyze the palm oil value chain; conduct problem, stakeholder, and gender analyses; examine RSPO standards, fair pricing mechanisms, and working conditions; identify key gaps in achieving living income benchmarks; and provide actionable recommendations for improving value chain governance, gender equality, and sustainability.

2.Scope of Work

The consultant will be responsible for:

  1. Geographical Coverage

    • Labuhan Batu Utara Regency, North Sumatera
    • Jakarta (national coordination)
  1. Methodology Development
    • Design study using the approach combining desk study and data collection using quantitative and qualitative methods with a gender and intersectional lens, elaborating on the participatory approaches that will be included
    • Formulating a strong, relevant, and contextual methodology framework, as well as in harmony with the project objective and sustainability standards analysis (RSPO, decent price, gender, and governance)
  1. Data Collection and Analysis
    • Identify, collect, and analyze primary and secondary data related to the palm oil value chain, FFB price structure, and the role of stakeholders
    • Mapping the main actors, including smallholder farmers, cooperatives, processing factories, intermediaries, as well as the private sector and local governments
    • Integrating gender, social, and economic perspective analysis into the study
    • Collect data on a list of baseline indicators
  1. Planning and Coordination
    • Prepare a detailed workplan with a clear timeline and agreed with the implementing team.
    • Coordinate closely with Oxfam Novib, Penabulu, and SPKS to ensure synergy in implementing the study
    • Ensure the involvement of relevant stakeholders in the data collection process and validation of results.
  1. Reporting and Dissemination
    • Prepare an interim report that includes initial findings and preliminary analysis
    • Comprehensive final report, including conclusions and strategic recommendations
    • Report findings through the presentation forums to the implementing team and stakeholders to obtain input and validation.
  1. Strategic Framework Development
    • Give input to the existing Theory of Change (ToC) Framework based on study findings to support the achievement of project objectives
    • Providing practical and strategic recommendations regarding improving FFB price governance, value chain transparency, and strengthening the capacity of smallholder farmers.

3. Expected Deliverables

The consultant will be responsible for ensuring the quality and timely delivery of the following outputs:

  • Living Impact Assessment (LIA) Research Plan – A comprehensive research plan that includes a summary of the desk study, detailed research approach and methodology, timeline, key research questions, and an outline of the final report structure
  • Draft LIA Report – A draft report presenting the findings from the baseline study, value chain mapping, stakeholder analysis, problem analysis, and a comprehensive gender and intersectional analysis. The draft will be submitted to the consortium members following data collection for review and feedback. Multiple rounds of review may be conducted, depending on the report’s quality and the extent to which feedback is addressed in subsequent revisions.
  • Coordination and Facilitation of Validation Session – The consultant will coordinate and facilitate a validation session to review and verify key findings and recommendations
  • Final LIA Report – A finalized report incorporating all feedback from consortium partners, submitted in both Bahasa Indonesia and English.

4. Qualifications

The lead consultant should have the following skills and knowledge:

  1. Proven experience in leading projects, with a strong research background in value chain studies and program evaluations in the palm oil sector, and demonstrated expertise in gender justice and women’s rights research — including gender and intersectionality-responsive research, evaluations, and advisory services in agricultural value chains —supported by a solid portfolio or prior publications
  2. Have skills in mixed research methods (quantitative and qualitative), including survey, interview, FGD, and participatory research;
  3. Strong analytical, synthesis, and report writing skills, with the ability to translate complex data into actionable recommendations;
  4. Strong communication skills and cross-cultural sensitivity, able to work effectively with smallholder farmers, cooperatives, local governments, companies, international partners, and community-based organizations throughout the palm oil value chain;
  5. Strong understanding of sustainability standards in the palm oil sector, such as RSPO and ISPO, FFB pricing models, and living income calculation methodologies;
  6. Familiarity with living income benchmark and living income gap assessment, and experience in measuring working conditions and child labor issues.
  7. Able to manage consulting work assignments in accordance with agreed results, schedules and quality standards;
  8. Strong report writing and presentation skills in Bahasa Indonesia and English, tailored to a wide range of stakeholders (farmers, companies, donors)

Call For Proposal Consultant Final Evaluation – Improvement Community Anticipatory Action (I CAN ACT)

Yayasan Penabulu, in partnership with Konsorsium untuk Studi dan Pengembangan Partisipasi (KONSEPSI) NTB, is implementing the Improvement Community Anticipatory Action (I CAN ACT) project in West Nusa Tenggara, Indonesia. This initiative is funded by Oxfam Australia with DFAT as the back donor. The project began in July 2023 under Oxfam’s management and transitioned to Yayasan Penabulu’s management from July 2025 to January 2026.

The I CAN ACT project operates across five villages in East and West Lombok—areas recurrently affected by floods and tidal floods. It aims to enhance local community capacities in adopting anticipatory action (AA) approaches within their disaster risk reduction (DRR) initiatives, working collaboratively with local authorities and village-level disaster preparedness committees (Tim Siaga Bencana Desa – TSBD).

Objective of the Consultancy

Yayasan Penabulu seeks to recruit an Independent Consultant to conduct the Final Evaluation of the I CAN ACT project. The evaluation aims to assess the project’s effectiveness, inclusiveness, sustainability, and to identify key lessons learned for future scale-up or transition to local actors.

Specifically, the evaluation will:

  1. Assess the effectiveness of the project in strengthening community readiness and institutional mechanisms for anticipatory action;
  2. Examine the inclusiveness of project interventions, especially the participation and benefits for women and vulnerable groups;
  3. Evaluate the sustainability and local ownership of anticipatory action systems and practices;
  4. Identify lessons learned and good practices to inform future programming, capacity building, and policy development in anticipatory action at local and national levels.

Scope of Work

The consultant will undertake the following:

  1. Conduct a document review of project design, progress reports, monitoring data, and partner deliverables;
  2. Carry out key informant interviews (KIIs) with Penabulu, KONSEPSI, local authorities, and TSBD members;
  3. Facilitate focus group discussions (FGDs) and/or reflection workshops with communities, local partners, and government representatives;
  4. Perform field observations in selected villages to triangulate findings and document evidence-based case studies;
  5. Lead data analysis and validation sessions with project partners and stakeholders;
  6. Produce high-quality reports and presentations in both Bahasa Indonesia and English.

Expected Deliverables

The consultant will be responsible for delivering the following outputs:

  • Inception Report: Of the evaluation outlining the analytical framework, evaluation questions, methodology, sampling design, work plan, and proposed structure of the evaluation report. The report will also include a detailed timeline and validation plan for Penabulu and partner,
  • Development of Data Collection Tools: Design and finalize data-collection tools (e.g., interview guides, FGD frameworks, survey templates) that are participatory, gender-responsive, and disability-inclusive. Tools should align with the project’s logical framework and evaluation criteria,,
  • Data Collection and Analysis: Conduct qualitative data collection in West Nusa Tenggara, engaging key stakeholders including government representatives, TSBD and community members. Analyze and triangulate data to assess progress, effectiveness, and lessons learned,
  • Draft evaluation report: The draft should integrate qualitative evidence, supported by visual presentations of key findings such as charts, evidence maps, or change diagrams. It should also include preliminary lessons learned and recommendations for validation with Penabulu, partners, and Oxfam. The consultant must submit a draft evaluation report within 10 days after completing data collection. Revise the report based on feedback from Yayasan Penabulu and partner;
  • Validation session: This includes a presentation of findings;
  • Final evaluation report: It must synthesize the overall balance of positive, negative, intended, and unintended changes across socio-demographic groups; identify key lessons learned and good practices to inform future programming; and provide specific, actionable recommendations clearly stating what actions should be taken, by whom, and within what timeframe to enhance program effectiveness, inclusiveness, and sustainability. The final deliverable will include annexes (methodology, tools, data tables, case studies, consent forms) and PowerPoint presentations for dissemination at community/local government and national/donor levels. All the report in both Bahasa Indonesia and English.

Qualifications

Required qualifications of the consultant are:

  • Have a minimum of 5 years of monitoring and evaluation (M&E) experience managing evaluation projects in Disaster Risk Reduction, Humanitarian, Disaster Preparedness and Response, Resilience, Anticipatory Action, or other relevant areas.
  • Have working experience in the region where the program has been implemented.
  • Have very solid knowledge of and experience using a diversity of M&E approaches and methods mixing qualitative and quantitative methods to accurately answer evaluation questions.
  • Have a good understanding and demonstrating application of gender-sensitive and/or feminist standards and principles in evaluation to integrate into data collection and analysis as well as into evaluation recommendations.
  • Good verbal and written communication and interpersonal skills to accurately and concisely convey informative and formative answers to evaluation questions, and to liaise with I CAN ACT teams (Penabulu, ex-Oxfam staff that managed I CAN ACT and implementing partners), local stakeholders, and community members in a respectful and culturally appropriate manner.
  • Experience in effectively and visually presenting using multiple media evaluation findings and learnings adapted to the target audience and users of the evaluation: I CAN ACT teams (OAU, Penabulu, and implementing partner).
  • Have excellent English language skills (requirement) to communicate with OAU staff related to I CAN ACT project if necessary.
