Call For Proposal – Consultant Mid Term Review (MTR)
Women and Vulnerable Groups Benefited and Lead on Transformative and Just Energy Transition in Indonesia (WE FOR JET) is a project supported by Oxfam Australia and led by Penabulu Foundation, implemented in collaboration with PWYP Indonesia, YPPS, Gema Alam NTB, CIS Timor, Asosiasi LBH APIK Indonesia, and the GEDSI JET Working Group NTB. The project is implemented at both national and local levels, with a primary focus on twelve villages across East Nusa Tenggara (NTT) and six villages in West Nusa Tenggara (NTB), as well as in Jakarta as the national coordination hub.
The overarching goal of WE FOR JET is that by 2028, women and vulnerable groups in Indonesia will lead and benefit from a transformative and just energy transition that improves their well-being and livelihoods.
The project aims to:
- Ensure women and vulnerable groups actively participate in decision-making processes and benefit from the Just Energy Transition;
- Strengthen access to and utilization of renewable energy by women and vulnerable groups, while supporting women-led MSMEs;
- Enhance the capacities of civil society organizations (CSOs), women’s rights organizations (WROs), and disabled persons’ organizations (DPOs) to advocate for inclusive and just energy transition;
- Support government integration of gender justice components into national and sub-national energy transition planning.
This initiative responds to the reality that women, persons with disabilities, and rural communities—particularly in Eastern Indonesia—face limited access to clean and affordable energy. Patriarchal social norms further restrict women’s participation in the energy sector, traditionally viewed as male-dominated. WE FOR JET seeks not only to expand access to sustainable energy but also to empower women and vulnerable groups to take leadership roles in the transition process, advancing social transformation and gender equity.
Objective of the Consultancy
Penabulu Foundation seeks to recruit an Independent Consultant to conduct a Mid Term Review (MTR) of the WE FOR JET project. The MTR will assess the relevance, effectiveness, efficiency, coherence, impact, and sustainability of project implementation to date and provide strategic recommendations for adaptive management during the remaining project period (2026–2028).
Specifically, the Mid Term Review aims to:
- Assess project progress toward intended results, outcomes, and impacts;
- Evaluate program strategies, partnership mechanisms, and governance structures;
- Identify successes, challenges, and lessons learned to inform adaptive management;
- Examine the extent to which the project has mainstreamed gender equality, disability inclusion, and social justice (GEDSI) principles;
- Provide evidence-based and practical recommendations to strengthen implementation, collaboration, and sustainability;
- Support accountability analysis and reflection among partners on performance and learning.
Scope of Work
The Consultant will be responsible for:
- Reviewing key project documents, including design, progress reports, and MEL data;
- Designing and finalizing data collection tools (e.g., interview guides, FGD frameworks, and survey templates) aligned with OECD-DAC evaluation criteria and the project’s Theory of Change;
- Conducting participatory field data collection in NTB, NTT, and Jakarta;
- Facilitating reflection and validation workshops with partners and key stakeholders;
- Preparing high-quality reports in both Bahasa Indonesia and English;
- Providing actionable recommendations to inform project improvements and future planning.
Expected Deliverables
The consultant will be responsible for the quality and timely delivery of the following outputs:
- Inception Report of the Mid Term Review outlining the analytical framework, evaluation questions, methodology, sampling design, work plan, and proposed structure of the MTR report. The report will also include a detailed timeline and validation plan for Penabulu and partner review;
- Development of Data Collection Tools: design and finalize data-collection tools (e.g., interview guides, FGD frameworks, survey templates) that are participatory, gender-responsive, and disability-inclusive. Tools should align with the project’s logical framework and evaluation criteria;
- Data Collection and Analysis: conduct qualitative and quantitative data collection in NTB, NTT, and Jakarta, engaging key stakeholders including government representatives, CSOs, WROs, DPOs, and community members. Analyze and triangulate data to assess progress, effectiveness, and lessons learned;
- Draft Mid Term Review Report: must submit a Draft MTR Report summarizing findings, analysis, and recommendations within 14 days after completing data collection. Revise the report based on feedback from Yayasan Penabulu and consortium partners;
- Validation Session: this includes a presentation of findings;
- Final Mid Term Review Report in both Bahasa Indonesia and English.
Qualifications
Required qualifications of the consultant are:
- Has experience in conducting assessments/evaluations, with at least two sample reports or similar studies written in English as the lead author,
- Possesses quantitative and qualitative research skills,
- Demonstrates strong analytical and writing abilities,
- Has good communication skills and cross-cultural sensitivity,
- Possesses a solid understanding of gender, inclusivity, and energy transition issues,
- Able to interact effectively with partners from government, non-governmental, and other organizations,
- Capable of taking responsibility for the consultancy and delivering according to the agreed targets.
